FTS2001 DAR Support


FTS2001:  OCIO Systems Support Seattle has been providing FTS2001 DAR support since 1989.  Systems Support Seattle, under a reimburesable basis, will provide DAR services for NOAA Line Offices who do not have trained DAR's or the telecommunications expertise necessary to provide their own support.  Contact Sherie Buretta at (206) 526-6354 for further information.


Designated Agency Representative (DAR) Services:  The DAR serves as the point of contact and procurer for all FTS2001 services for NOAA Line Offices requesting DAR support. The DAR is also the liaison between the NOAA Line Office and both Verizon and GSA.  Only a DAR is authorized to place orders and formally accept FTS2001 service.  It is, therefore, extremely important to inform or include the DAR in any planning activity.

The DAR provides information on FTS2001 services, features, and the cost and lead times needed to acquire a service.  The DAR advises the NOAA Line Office as to the best way to configure a service or feature when more than one option is available.

The DAR also receives and reviews service requests from NOAA Line Offices, then submits an order to MCI WorldCom for processing.  The DAR then continually monitors and coordinates the order through implementation to the final acceptance of the service.  In addition, the DAR will review Procurement contracts for FTS2001 compliance.


DAR Telecommunications Service Requests:  To ensure that telecommunications services are properly ordered, all telecommunications procurement requests, regardless of the service being requested, must be reviewed by the DAR.  The DAR will determine if the requirement can be met through FTS2001.  If the requirement (or a portion of it) is within the scope of the FTS2001 contract, the DAR will complete and submit the appropriate order to Verizon.  If the supported NOAA Line Office believes FTS2001 cannot support program requirements they must obtain an exception from GSA with approval from OFA and the Department.  In addition to services, current procurement policy dictates that equipment requests must also be cleared through the DAR.


DAR Liaison with GSA:  The DAR will provide information to the supported NOAA Line Offices as to the availability of services, mandatory local GSA contracts, and administrative guidance.  In addition, the DAR will provide guidance on completing local service and equipment requirements for these programs.


DAR Telecommunications Technical Guidance:  The DAR will provide sources and assist the supported NOAA Line Offices in determining their telecommunications configurations for new acquisitions and modifications to existing configurations.


WRC DAR Review of Policies, Regulations and Tariffs:  The DAR will provide information and guidance regarding telecommunications issues for local service to the supported NOAA Line Offices that are located either in or outside the GSA consolidated areas.
