UTILIZATION OF LONG TERM PARKING AT THE NOAA WESTERN REGIONAL CENTER

The Western Regional Center (WRC) provides long term parking to Seattle area based NOAA personnel on extended official travel for activities such as ship duty, prolonged field assignments, training, Observer program field assignments, and details.  Vehicles may be placed in Long term Parking for durations of five days to a maximum of three months. This privilege is extended to NOAA personnel in need of parking for a single privately owned, licensed, street legal passenger type vehicle (e.g.. automobile, light truck, minivan, motocycle) for the duration of their extended travel, and subject to the rules and conditions stated below.  Vehicles must be registered with WRC for parking privileges and have the green WRC parking sticker on the windshield.  MOC-P personnel are required to display the MOC-P parking sticker on their vehicle's windshield (The NOAA emblem with assigned 3-digit numeric code).

To ship personnel:  If it is certain that the ship's tour will last beyond three months at the time personnel are bringing their vehicles for long term parking, the crew's supervisor is required to contact Kevin Godfrey for verification and approval.  The supervisor shall provide a list of the individuals expected to bring their vehicles for long term parking.

If the ship's tour unexpectedly extends beyond three months, it is the crew members' responsibility to email Kevin Godfrey and submit a new, completed long term parking request form for the needed extension. 

Upon return to WRC from their extended official travel, personnel are required to immediately remove their vehicles from long term parking.  Exceptional situations will be dealt with on a one-to-one basis.  Personnel supervisors are requested to contact Kevin Godfrey to provide details on these extenuating circumstances.

Long term parking is not provided for storage of boats, trailers, recreational vehicles, project cars, or secondary vehicles. 

Personnel must request Long Term Parking by completing and submitting the Long Term Parking Form prior to the date they wish to place their vehicle into Long Term Parking.  The form is posted on the WRC web page:  http://www.wrc.noaa.gov.  Go to "Facility Services" then select the Long Term Parking Page. There you will find the WRC Long Term Parking Request Form.   Requests from NOAA employees must include the endorsement of their supervisor. Contract and other NOAA affiliate personnel must include the endorsement of the duly authorized NOAA management official responsible for the contract/program employing the contractor/affiliate.

Completed Long Term Parking Permits must be presented to the guard on duty at the WRC main gate.  All fields of Page 1 of the form must be filled. Individuals will be denied the privilege of leaving their POVs in long term parking if the form is not complete and if it does not show their managers’ original signature.

For situations in which groups of three or more persons will be traveling together and request
long- term parking, advance coordination is required as the guard on duty will not be able to accommodate all requests at the same time.  The supervisor or manager responsible for the group must contact the Buildings Management Branch at least 48 hrs prior to checking in vehicles at the WRC.  Point of Contact information: Kevin Godfrey, 206-526-4430, Kevin.S.Godfrey@noaa.gov.

For travelers with approved long term parking permits, on the day you bring your vehicle to the WRC Campus for placement in long term parking, please adhere to the following procedure:

  1.  Check in with the guard on duty at the main gate
  2. The guard may direct you to a nearby waiting area until the guard finishes any immediate business already underway
  3. The guard will review your Long Term Parking Permit and complete the section of the Permit reserved for security use
  4. The guard will issue you a Mirror Hanger which must be placed on your inside rear view mirror (alternative arrangements are available for motorcycles)
  5. A guard will be assigned to escort you to the designated parking area
  6. Leave a copy of the Long Term Permit Form on your vehicle dashboard (again different provisions apply to motorcycles)

Long Term Parking does not include in and out privileges.  Once you remove your vehicle from the Long Term Parking area, you cannot return your vehicle to that area unless and until you have another endorsed Long Term Parking Permit.

To remove your vehicle from Long Term Parking, please adhere to the following procedure:

  1.  Notify the guard at the main gate that you would like to remove your vehicle from Long Term Parking
  2. A guard will escort you to your car
  3. Return your Windshield Hanger to the guard
  4. Exit the Long Term Parking area

NOAA  is not responsible for the condition of vehicles placed in Long Term Parking, nor responsible for damage, theft, or loss of any vehicles in Long Term Parking.  Personnel are advised that some vehicles left in Long Term Parking may have discharged batteries, low air pressure in tires, old fuel, interior moisture, and other conditions which could affect vehicles left unattended for an extended period of time.  Vehicle owners may need to obtain emergency road service in order to retrieve their vehicles.  NOAA does not provide emergency vehicle services.
