Vetting Foreign Nationals For Access Onto DOC Facilities

In order for the WRSO to properly complete its responsibilities and coordination within the Foreign National vetting process, minimum pre-arrival lead times for reporting the above information to WRSO have been established:

• Foreign National Visitor (FNV) - [Accessing DOC facilities for three or fewer days, or attending a conference of five or fewer days. A conference being defined as a colloquium, seminar, or symposium sponsored by any departmental bureau or operating unit for the specific purpose of exchanging information, knowledge, or views, no matter whether it is held in a departmental facility.]
  
  FNV Minimum Pre-Arrival Lead Time: As soon as the information is received, but no later than one full business day prior to the visit.
  
  
• Foreign National Guest (FNG) - [Accessing DOC facilities for more than three days.]
  FNG Minimum Pre-Arrival Lead Time: 30 calendar days prior to arrival.

Sending documents with sensitive PII by facsimile is permissible if the sender alerts the designated recipient that sensitive PII is being sent. The recipient must then verify by phone or e-mail that the information has been received.

• Appendix A: Espionage Indicators Briefing
• Appendix B: Certification of Conditions and Responsibilities for Departmental Sponsors of Foreign National Guests  - Fax, send, or scan an electronic copy to the Controlled Technology Coordinator or LO/CO Designated Official 30 calendar days before the guest arrives
• Appendix C: Certification of Conditions and Responsibilities for a Foreign National Guest –submit to OSY within 3 days of arrivals
• NOAA Line Office/Corporate Office Endorsement Supplement for the NOAA Sponsors of Foreign National Guests– fax or scan an email copy to the Controlled Technology Coordinator or LO/CO Designated Official
