Vetting Foreign Nationals For Access Onto DOC Facilities

In order for the WRSO to properly complete its responsibilities and coordination within the Foreign National vetting process, minimum pre-arrival lead times for reporting the above information to WRSO have been established:

  • Foreign National Visitor (FNV)- [Accessing DOC facilities for three or fewer days, or attending a conference of five or fewer days. A conference being defined as a colloquium, seminar, or symposium sponsored by any departmental bureau or operating unit for the specific purpose of exchanging information, knowledge, or views, no matter whether it is held in a departmental facility.]
    FNV Minimum Pre-Arrival Lead Time: As soon as the information is received, but no later than one full business day prior to the visit.
  • Foreign National Guest (FNG)- [Accessing DOC facilities for more than three days.]
    FNG Minimum Pre-Arrival Lead Time: 30 calendar days prior to arrival.

Subject: Revised Endorsement Supplement Form to Host Foreign National Guests

This e-mail is to advise you that the “NOAA Line Office (LO)/Corporate Office (CO) Endorsement Supplement for the NOAA Sponsor of Foreign National Guests” (otherwise known as the Endorsement Supplement Form) has been revised. Use of the revised form is effective immediately. This form is posted at the NOAA Deemed Exports home page: http://deemedexports.noaa.gov and on

The Endorsement Supplement Form is part of the implementing procedures for NOAA’s technology/deemed export control program (see the NOAA Deemed Export website at http://deemedexports.noaa.gov/ for additional information).
  1. What has changed?
    The changes to the Endorsement Supplement Form:

    • Strengthen assurances that required controlled technology assessments have been
    completed at NOAA facilities to which foreign national guests require access.

    • Clarify requirements regarding the need to contact Office of Marine and Aviation
    Operations (OMAO) staff when foreign nationals will be accessing OMAO platforms
    (i.e., ships and planes).
Please begin using the revised Endorsement Supplement Form immediately to ensure expedient processing of your foreign national guest requests.
